The standard at a glance

What is ISO/IEC 20000-1?

ISO/IEC 20000-1 is the international standard that specifies the requirements for service management. It is applicable to all organizations that provide services — IT, financial, insurance, consultancy, healthcare, education, legal, administrative and others. The main category of companies that apply it are IT companies.

The standard regulates service management in specific areas — from service planning and agreeing service levels to the day-to-day handling of incidents, problems, changes and capacity. See all the areas and how they are distributed across the stages of work.

The main body follows the common structure of ISO management system standards. For information security, ISO/IEC 20000-1 contains a reference to ISO/IEC 27001. The optimal option for the most effective management of processes in the IT sector is to implement an integrated management system to the requirements of ISO/IEC 20000-1 and ISO/IEC 27001, based on an implemented and certified quality management system to the requirements of ISO 9001.

ITIL and ISO/IEC 20000-1 complement each other: ITIL is a collection of good practices for IT service management in which people are trained, while ISO/IEC 20000-1 is the standard with the requirements against which an organization is certified after an audit. More on the processes and the link with ITIL in the article ISO/IEC 20000-1 — IT service management system.

Benefits of implementing ISO/IEC 20000-1

  • Increased productivity — service work follows defined rules and responsibilities rather than improvisation in each case.
  • Lower service delivery costs — resources, incidents and changes are planned, recorded and visible in figures.
  • Better business relationships — work with customers and suppliers is based on agreed, measurable service levels.
  • Proper incident and problem management — every report has a handling procedure, an owner and a deadline, and the cause behind recurring cases is investigated.
  • Achieving the level of continuity set by service level agreements — availability and continuity are planned against what has been agreed, not against what is expected.
  • An enhanced image for the organization — the certificate shows customers and partners that services are managed systematically.

Management areas

The service management dashboard

ISO/IEC 20000-1 regulates service management in the areas listed below. Here they are arranged by their place in the team’s work — from agreeing the service to reporting on it.

Planning and agreement
  • Service planningPlanning the creation and management of services — which services you provide, to whom and with what resources.
  • Service levelsService level management — the agreed service levels and how they are tracked.
  • Business relationshipsManaging business relationships with customers and interested parties.
  • SuppliersManaging the suppliers whose work forms part of your own service.
Build and change
  • New or changed servicesManaging the introduction of new or changed services — design, testing and acceptance.
  • ChangesChange management — assessment, approval and tracking of every change.
  • ConfigurationsConfiguration management — which elements the service is built from and how they are connected to one another.
  • ReleaseRelease management — controlled deployment of changes into live operation.
Day-to-day operations
  • IncidentsIncident management — interruptions are logged and prioritized, and the service is restored in an orderly way.
  • ProblemsProblem management — finding and removing the cause behind recurring incidents.
  • CapacityCapacity management — whether resources are sufficient for the agreed workload, today and in the future.
  • Availability and continuityContinuity management — managing the continuity and availability of IT services.
Control and reporting
  • Information securitySecurity management — managing information security in service delivery.
  • Budgeting and accountingBudgeting and accounting for IT services — what the service costs and how it is accounted for.
  • Measurement and improvementMonitoring results, internal audits, management review and service improvement.

The areas are not audited in isolation. The auditor traces how a decision in one area affects the others: a change that is not recorded in the configurations causes incidents, and an incident without problem analysis comes back. For information security, ISO/IEC 20000-1 refers to ISO/IEC 27001.

How a service moves

The life cycle of a service

The standard covers the processes across the entire service life cycle. Here is the path of one specific service — the same path the auditor follows.

  1. Business request

The business or the customer asks for a new service or a change to an existing one. The need, the scope and the expected service level are defined.

  2. Design

The service is designed — what people, resources, suppliers and controls are needed to achieve the agreed level.

  3. Transition and release

The new or changed service is tested, approved and released in a controlled way — with documented configurations and a planned way to roll back.

  4. Operation

Day-to-day work: requests, incidents, problems, changes, capacity and availability — each according to the defined rules and deadlines.

  5. Measurement against the agreed level

The result is compared with the service level agreements and reported to the customer and to management.

  6. Improvement

The conclusions from measurement and problem analysis become tasks for improving the service and the processes.

The cycle never stops — the outcome of improvement comes back as a new request or change. That is why the audit does not trace an isolated procedure, but one specific service through all the units involved and the records that prove what was done.

Applicability and recognition

Who the standard is for and what it proves

ISO/IEC 20000-1 is applicable to all organizations that provide services — IT, financial, insurance, consultancy, healthcare, education, legal, administrative and others. The main category of companies that apply it are IT companies.

ISO/IEC 20000-1 certification is carried out through a partner certification body accredited by IAS, USA (No. MSCB-206). IAS is not a member of the European co-operation for Accreditation (EA), and ISO/IEC 20000-1 is not among the schemes of mutual recognition within Global ACI. If your contract or contracting authority requires a certificate with European recognition in the IT field, the appropriate standard is ISO/IEC 27001. Tell us exactly how the requirement is worded and we will tell you what covers it.

Six points to clarify before you choose

  • Who applies it

IT providers and internal IT departments

The standard is equally applicable to a company that provides IT services to external customers and to an internal IT department that serves its own organization.

  • Remote services

    Outsourcing and cloud services

Support, hosting, cloud services, infrastructure management and software as a service — wherever the customer relies on someone else’s team, the agreed level must be proven with records.

  • Requirements

    Contracts and public procurement

The certificate is specified as a requirement or an advantage in contracts and tender procedures. Check exactly how the requirement is worded — it determines which standard you need.

  • Security

    Link with ISO/IEC 27001

For information security, ISO/IEC 20000-1 contains a reference to ISO/IEC 27001. The two standards are implemented and audited together, with shared documentation.

  • Quality

    Link with ISO 9001

An integrated system to ISO/IEC 20000-1 and ISO/IEC 27001 is usually built on an implemented and certified quality management system to ISO 9001.

  • Practice and requirements

ITIL is good practice; certification is to the standard

ITIL is a framework of good practices in which people are trained. An organization is certified to ISO/IEC 20000-1 — the standard with the requirements whose fulfilment is checked in an audit.

How ISO/IEC 20000-1 certification works

The process is the same for every organization and follows ISO/IEC 17021-1, the international standard for certification bodies. Only the audit duration differs — it depends on the number of employees, the sites and the complexity of the activity.

What the price of ISO/IEC 20000-1 certification depends on

The price of the certificate is not fixed, because it is calculated from several factors, including the audit days your organization requires, which are determined under the mandatory document Global ACI-TECH-3-004 (formerly IAF MD 5).

ISO certification pricing
  • 01Number of employeesThe main factor — it determines the size of the audit. Part-time staff are counted too.
  • 02Number and type of servicesA catalogue with many services and different technologies means more processes and more records to check.
  • 03Number of sites and locationsEach site is audited or checked on a sample basis — under the Global ACI-TECH-3-001 (formerly IAF MD 1) rules for multi-site organizations.
  • 04Suppliers and subcontractorsWhen part of the service is performed by someone else, the audit also checks how you manage these suppliers.
  • 05Scope of the systemWhich services, customers, companies and sites are included in the certificate.
  • 06The full three-year cycleIn addition to the initial audit, plan for the annual surveillance audits and recertification after three years.
What is not included in the certification price

A consultant to implement the system is a separate cost. A certification body cannot provide consultancy to the organizations it certifies — this is an impartiality requirement under ISO/IEC 17021-1.

What does an ISO/IEC 20000-1 certificate give you?

It independently demonstrates that services are managed systematically: that service levels are agreed and measured, that incidents, problems and changes are handled in an orderly way, that capacity, availability and continuity are planned, and that results are reported and improved. Certification is carried out after an on-site audit by a partner certification body accredited by IAS, USA.

Who is ISO/IEC 20000-1 suitable for?

For all organizations that provide services — IT, financial, insurance, consultancy, healthcare, education, legal, administrative. The main category of companies that apply it are IT companies: providers of support, hosting, cloud services and infrastructure management, as well as internal IT departments.

What is the difference between ISO/IEC 20000-1 and ITIL?

ITIL is a framework of good practices for IT service management — it describes how processes can be organized, and people are trained in it. ISO/IEC 20000-1 is an international standard with requirements: it defines what the system must achieve, and an organization is certified to it after an audit. The two complement each other — many organizations build their processes on ITIL and demonstrate that they work through ISO/IEC 20000-1 certification. A detailed comparison is available in the article ISO/IEC 20000-1 — IT service management system.

Is the ISO/IEC 20000-1 certificate accredited?

Yes — by IAS, USA (No. MSCB-206). Certification is carried out through a partner certification body whose name is given in the quote. IAS is not a member of the European co-operation for Accreditation (EA), so if you need a certificate with European recognition in the IT field, the appropriate standard is ISO/IEC 27001. What accreditation means and what to check with any body is explained on the Accreditation and How to choose a certification body pages.

Can the certificate be verified in IAF CertSearch?

The IAF CertSearch register lists certificates issued under accreditation recognized within Global ACI. ISO/IEC 20000-1 is not among the schemes covered by this recognition, so the certificate is verified with the body that issued it, by number and validity. If a client or contracting authority wants a certificate listed in IAF CertSearch, the solution in the IT field is ISO/IEC 27001.

Can ISO/IEC 20000-1 be implemented together with ISO/IEC 27001 and ISO 9001?

Yes. The main body of the standard follows the common structure of ISO management system standards, so the documentation, internal audits and management review are shared. The optimal option for managing processes in the IT sector is an integrated system to ISO/IEC 20000-1 and ISO/IEC 27001, based on an implemented and certified quality management system to ISO 9001. For certification to several standards at the same time, see the article Certification to two or more standards.

How much does an ISO/IEC 20000-1 certificate cost?

The price depends mainly on the number of employees, the services in scope and the sites — these determine the extent of the audit. That is why every quote is individual. You will find a guide to the factors involved on the Pricing page, and you receive an exact quote within 2 hours of your enquiry. If you already hold a certificate from another body, the transfer is a free procedure — you pay only the agreed audit fee: Certificate transfer.

How does certification work, and how long is the certificate valid?

The audit has two stages: a review of the documentation, the scope of services and readiness, followed by an on-site check of how the processes work in practice. The certificate is valid for 3 years, with a surveillance audit every year and a recertification audit before it expires. More about the process on the Certification page.

Do I need a consultant to get certified?

It is not mandatory — many organizations use consultants because they have the experience and qualifications needed to conduct the internal audit in line with the auditing standard ISO 19011:2026 — Guidelines for auditing management systems. The consultant must be independent of the certification body: the body that certifies you cannot provide you with consultancy on the same system. This is an impartiality requirement under ISO/IEC 17021-1.
