What is ISO 13009?

ISO 13009 is the international standard setting out requirements and recommendations for beach operation. It is intended for organizations that manage a beach or provide services on it — and shows visitors, municipalities and contracting authorities that the beach is managed in a verifiable way.

The current edition is ISO 13009:2015. The standard is applicable to all public or private organizations that provide beach-related services — concessionaires, tenants, municipalities, hotels with a beach and service providers on the shore.

It focuses on eight areas: beach and water safety, environmental protection, safety information, the quality of the water and facilities, accessibility, recreational and sports activities, commercial services and cleaning. See what each one means.

The certificate also carries weight in concession procedures for sea beaches — it improves the chances of ranking well, because it shows an organized approach based on good practice. It also helps hoteliers, travel agents, investors and local authorities make informed decisions about beach management.

The eight areas that are audited

The standard focuses on eight areas of application. Here they are, grouped by what visitors experience — and what the auditor looks for on the beach.

  • Beach and water safety — supervision, rescue, zones
  • Safety information — signs, markings, flags
  • Control measures and a procedure for incidents
  • Water quality and condition of facilities

The auditor looks at both the lifeguard post and the records: when there was supervision, what was noted and what was done in response to an alert.

A beach lives by the seasons, so the system follows the season too. The audit is usually scheduled when the beach is operating and can be seen in practice.

The certificate is valid for three years, and surveillance audits are scheduled so that they see the beach in operation.

How ISO 13009 certification works

The process is the same for every organization and follows ISO/IEC 17021-1, the international standard for certification bodies. Only the audit duration differs — it depends on the number of employees, the sites and the complexity of the activity.

What the price of ISO 13009 certification depends on

The price of the certificate is not fixed, because it is calculated from several factors, including the audit days your organization requires, which are determined under the mandatory document IAF MD 5.

What is not included in the certification price

A consultant to implement the system is a separate cost. A certification body cannot provide consultancy to the organizations it certifies — this is an impartiality requirement under ISO/IEC 17021-1.

Does ISO 13009 help with a beach concession?

Yes. The certificate improves your chances of being ranked in concession procedures for sea beaches, because it shows an organized approach to safety, cleanliness and services based on good practice.

Is ISO 13009 certification accredited?

No. The scheme is outside the scope of CERTIND S.A.’s accreditation. The certificate is issued after an actual audit of the beach. The accredited standard for the management system is ISO 9001.

When is the audit carried out?

Usually while the beach is operating — that way the auditor sees supervision, zones, services and cleanliness in practice, not just the documents.

Can it be combined with ISO 14001?

Yes. Environmental protection is one of the areas of ISO 13009, and an ISO 14001 system covers it systematically. The common part is audited once.

How long is the certificate valid?

Three years. Surveillance audits are carried out in the second and third years, and after the end of the cycle comes recertification, which keeps the certificate valid.
